It is not banned but I would advise you to stay away from it, unless you're one of those fraudsters who make people day dream about ferraris and villas with private beaches just by “investing" in their products.
They claim to have billions of dollars annual turnover but members are meeting at coffee shops like “Dome" in shopping mall. For God's sake, if you're such a huge company, why can't you just rent an office with some professional looking meeting rooms? Most of these guys who make you day dream come by public transport or drive cheap cars.
You should know it's about QNET when an ex colleague calls you out of nowhere after many years. Almost begs you to meet over coffee at some shopping mall and tells you that he started a “business". He is a “partner”. He is doing great and making huge amount of money. He's very successful and wants to share it with you as well. But if you ask what's the business about, he'll tell you that he can't explain it to you.
Remember guys, successful people don't have time to call some random people with 9 to 6 jobs. They'd hardly be interested in talking to an ex colleague or even the current ones, let alone begging someone to have coffee with them.
These people took a wrong decision because they were influenced by some friend. The only way to escape the trap and recover the losses is by fooling more people just like they were fooled so beware of that “friend" of yours who invites you to explore this great “business opportunity".
